Lancaster District Local Strategic Partnership update
and Infrastructure support needs for the Voluntary Sector.
1. The Community Engagement Strategy: feedback
on phase one Jez, Hall Community Engagement Consultant
Jez was commissioned to do some brief scoping research looking
at existing stakeholders’ techniques for community engagement
work and desktop research looking at models for good practice.
He discussed difference between community engagement and community
empowerment and made some recommendations which included:
longer term engagement is more likely to be empowering and
that processes needed to be repeated; communication coming
from the LSP needs to be improved to resolve any partnership
issues and that engagement should be viewed as a developmental
process – moving people up the ladder through building
‘social capital’. See the full report below for

2. A Community Engagement Framework for the Lancaster
District: Tracey Jardine, LDLSP manager.
Tracey provided the Forum with an update on the work currently
being delivered for the LDLSP on a future Community Engagement
Framework for the Lancaster district. This included a presentation
from the consultants engaged to do the second part of the
work. Their work has focused on telephone interviews covering
a much larger population. They explained that they had used
stratified samples to cover various groups of interest and
geography in the district.
3. Infrastructure Support Needs for the Voluntary
Sector
Jon Rigby informed the meeting that CVS is up-dating it’s
internal strategy for supporting the voluntary sector. The
meeting broke into three groups which looked at support needs
around funding; governance and training. This information
will be included in CVS’s updated Local Infrastructure
Action Plan which will be available at the end of July.
4. Sector Update from Jon Rigby
Lancaster CVS currently has a seat on the LDLSP Board and
Management Committee to represent the Voluntary Sector. Currently
Jon Rigby is Vice-Chair of the Board. Further to a Voluntary
Sector Forum event CVS held on 11th December 2008, CVS presented
a Paper to the LDLSP Board. This Forum meeting had been scheduled
to enable the LDLSP Manager to provide feed-back in response
to the Paper. The feed-back was delayed as it had not been
presented for discussion at a Management meeting. The last
Management Meeting, held nine days previously, had not called
for agenda items or featured this for information. Jon advised
that he would be following this up, again, at the next Board
meeting to be scheduled in late July.
